Enfrentan mujeres de Quintan Roo cada vez mayor violencia

PLAYA DEL CARMEN, MX.- Muy alejado del paisaje de bellas mujeres exponiendo sus cuerpos al sol, en las paradisiacas playas de Cancún y la Riviera Maya, hay otro panorama, el de las mujeres que experimentan un creciente clima de violencia que ha colocado al estado entre los primeros lugares del país en este tema.


Sin políticas claras que se ocupen de la problemática, sin presupuestos suficientes, sin personal capacitado, y a expensas de un sistema judicial insensible a la problemática, las mujeres quintanarroenses son víctimas frecuentes de maltrato.
En el 2007, la Procuraduría General de Justicia del Estado (PGJE) recibió 1072 denuncias de mujeres por agresiones; sin embargo, la cifra está lejos de reflejar la realidad, pues, a su vez, el Instituto Quintanarroense de la Mujer registró 1505 casos de violencia contra la mujer, y de éstos, no se sabe cuántos fueron denunciados ante la PGJE.
El Sistema para el Desarrollo Integral de la Familia de Quintana Roo (DIF), tiene su propia estadística; en el 2007, atendió 2 mil 146 casos en los que las víctimas fueron mujeres, por diferentes causas, el DIF recibió mil 459 denuncias, pero sólo en 217 de los casos intervino el Ministerio Público; un dato importante, pues ello equivale a que de cada 7 casos de violencia intrafamiliar atendidos en el DIF, sólo se denuncia uno.
La pérdida de confianza en la Procuraduría General de Justicia no es un asunto menor. Si atendemos a las estadísticas de la PGJE, “aparentemente” la violencia contra las mujeres ha disminuido, ya que mientras en el 2006 esta institución registró mil 343 denuncias, el número bajó a mil 072 en el 2007. Sin embargo, el reporte del DIF indica un incremento, ya que en el 2006 registró mil 991 casos en los que las víctimas fueron mujeres, y para el 2007, el número creció a 2 mil 146, y hasta septiembre de 2008, se tenían 2 mil 147 casos. (En la estadística proporcionada se encuentran los datos del DIF Estatal, de Cozumel y de Benito Juárez, pero no los correspondientes a Solidaridad, donde se ubica la Riviera Maya).
A los datos del DIF hay que sumar otra estadística, la del Instituto Quintanarroense de la Mujer (IQM), que en el 2007 atendió 1505 casos de violencia física y sexual contra la mujer, y hasta noviembre de 2008 llevaba un registro de 1318 casos por esta misma causa.
Cancún, la ciudad más violenta con las mujeres
Cancún (perteneciente al municipio Benito Juárez) es el lugar más violento para las mujeres. En 2006, la Procuraduría General de Justicia del Estado registró 579 denuncias por lesiones; en 2007, la cifra bajó a 449, y hasta octubre de 2008 se habían querellado otras 449 mujeres por ese delito.
A Cancún le sigue la capital del estado, Chetumal, ubicada en el municipio Othón P. Blanco, registrando 447 denuncias en 2006; 341 en 2007, y 332 hasta octubre de 2008. En el tercer sitio de incidencia se encuentra Solidaridad (Riviera Maya) con 224, 179 y 92 denuncias en los periodos referidos.
En la estadística del Instituto Quintanarroense de la Mujer, Cancún encabeza por mucho el número de casos atendidos, ya que en 2007, de los 1505 registros, 708 correspondieron a Benito Juárez. En el 2008 la tendencia se repitió: Benito Juárez acumuló 789 registros.
Muertes intencionales también aumentan
El número de homicidios dolosos cometidos en contra de las mujeres también ha ido en aumento, de 20 denuncias en el 2006 la cifra creció a 36 en 2007 y ya acumulaba 58 para octubre del 2008.
Este registro igualmente pone a Cancún como el lugar más peligroso para las mujeres, de 8 muertes en 2006, éstas se dispararon a 22 en 2007, y crecieron a más del doble en 2008, con 45.
En el registro de los homicidios dolosos quedan fuera las muertes accidentales, y la estadística corresponde a los casos en que la mujer fue agredida intencionalmente y el resultado final de la agresión fue la muerte.
La Procuraduría informó que ningún homicidio, incluidos los denunciados en 2006, ha sido resuelto, y todos continúan en etapas procesales diferentes. (Noticaribe)

PLAYA DEL CARMEN, MX.- Very far from the beautiful landscape of women exposing their bodies to the sun at the paradisiacal beaches of Cancun and the Riviera Maya, there is another scenario: that of women experiencing a growing atmosphere of violence which has placed Quintana Roo state among the first places in the country, about this issue.
Without clear policies that address the problem… without adequate budget, without trained staff, and at the expense of a judicial system insensitive to this trouble, women from Quintana Roo are frequent victims of abuse.
In 2007, the State Attorneyship General (PGJE, in Spanish acronym) received 1072 complaints by women, concerning assaults; but this figure is far from reflecting the reality, since the Instituto Quintanarroense de la Mujer (Quintana Roo State Institute for Women), in its turn, recorded 1505 cases of violence against women, from which it is not known how many of those were reported to the PGJE.
The System for Integral Family Development in Quintana Roo (DIF, in Spanish acronym), has its own statistics: in 2007, DIF served 2146 cases in which the victims were women (cases served due to diverse reasons); that same institution (DIF) received 1459 complaints, but only 217 cases involved prosecution, which turns to be an important fact, since this means that only one case, out of 7 of domestic violence served at the DIF, is filed as complaint.
The lost of confidence in the Attorneyship General is not a minor issue. If we look at the statistics of the PGJE, “apparently” violence against women has decreased, because in 2006 this institution recorded 343 thousand complaints, and by 2007 the figure dropped to 1072. However, DIF’s report indicates an increase because in 2006 there were recorded 1991 cases, in which the victims were women, and in 2007 the figure rose to 2146, and by September 2008, there were already 2147 cases recorded. (The statistical data are provided by the State, Cozumel, and Benito Juarez DIF, but those data do not include DIF Solidaridad, where the Riviera Maya is located).
To DIF’s data, we have to add another statistics: that coming from the Institute for Quintana Roo Women (IQM), which in 2007 handled 1505 cases concerning physical and sexual violence against women, and by November 2008, it had recorded 1318 cases by this same cause.
Cancun, the most violent city to women
Cancun (which belongs to Benito Juarez municipality) is the most violent place for women. In 2006, the State Attorneyship General recorded 579 complaints of injuries; in 2007, the figure dropped to 449; and until October 2008, there had been 449 complaints made by women for that offense.
After Cancun as first place of violent city, follows the state capital: Chetumal, located in Othon P. Blanco Municipality, where there were recorded 447 complaints in 2006; there were 341 complaints in 2007, and by October 2008, there were 332. The third place concerning this issue belongs to Solidaridad (Riviera Maya) with 224, 179 and 92 complaints in the same abovementioned years.
In the statistics of the Instituto Quintanarroense de la Mujer, Cancun undoubtedly holds the first place in the amount of cases served by that institute, because in 2007, from 1505 records, 708 corresponded to Benito Juarez. In 2008 the trend was repeated: Benito Juarez accumulated 789 records.
Intentional deaths also increase
The number of willful homicides committed against women has also increased; from 20 complaints in 2006, the figure rose to 36 in 2007, and accumulated 58 in October 2008.
This record also places Cancun as the most dangerous place for women: from 8 fatalities in 2006, they soared to 22 in 2007 and grew to more than double in 2008, with 45.
In the recording of homicide willful deaths, accidental are not included, and the statistical data correspond to the cases where the woman was intentionally assaulted and as a result of said assault there was the death.
The Attorneyship reported that none of murder cases, including those reported in 2006, has been resolved, and that all of them remain in diverse procedural stages. (Noticaribe)
